Evans was born in Newark, New Jersey on December 4, 1837. He was residing in Lewiston (Fulton County), Illinois when he enlisted in the regiment on August 9, 1862. Evans was mustered on October 2, 1862. He served about 1 year and 7 months before being discharged on May 15, 1864. Illinois records indicate that he was wounded which led to his discharge. The date of his wounding was not available.
Evans died on February 3, 1936 at the age of 98 years. He is buried in the Fairbury Cemetery in Fairbury (Jefferson County), Nebraska. Evans was a member of the Russell Post (#77) of the Grand Army of the Republic in Fairbury.
