Parker was born in Canada on August 26, 1848. He was residing in Platteville (Grant County), Wisconsin when he enlisted and mustered in the regiment on February 4, 1865. Parker served 7 months before he was discharged on September 4, 1865 at Nashville, Tennessee.
The 47th Wisconsin Infantry was organized and mustered at Madison, Wisconsin on February 27, 1865. It was assigned to Tennessee and provided railroad guard duty on the Nashville & Chattanooga Railroad.
Parker died on November 22, 1933 at the age of 85 years. He is buried in the Hillcrest Cemetery in Decatur (Burt County), Nebraska. Parker was a member of the Gates Post (#58) of the Grand Army of the Republic in Lyons,
