Rouse was born in McHenry County, Illinois on September 5, 1848. He was residing in Grafton (McHenry County), Illinois when he enlisted in the regiment on January 31, 1865. Rouse was mustered on February 11, 1865 and served about 8 months. He was discharged on September 21, 1865 at Memphis, Tennessee.
The 153rd Illinois Infantry was organized and mustered at Camp Fry, Illinois on February 27, 1865. The 1-year unit was assigned to guard duty on the Nashville & Chattanooga Railroad in the Memphis area.
Rouse died on December 14, 1932 at the age of 84 years. He is buried in the Prospect Hill Cemetery in Norfolk (Madison County), Nebraska. Rouse was a member of the Mathewson Post (#109) of the Grand Army of the Republic in Norfolk.
