Woods was born in Madison (Jefferson County), Indiana on November 14, 1841. He was residing in Pawnee City (Pawnee County), Nebraska when he enlisted on February 26, 1863. Woods was mustered on March 24, 1863 and served about 9 months. He was discharged on December 23, 1863.
The 2nd Nebraska Cavalry was organized in the fall of 1862. The original purpose was to protect the Nebraska Territory from Indian uprising. It was assigned to the Great Sioux Campaign of 1863 in the Dakota Territory. The unit fought at the Battle of Whitestone Hill in present-day Dickey County, North Dakota on September 3, 1863. The regiment lost 6 soldiers during 2 days of fighting during the Battle.
Woods died on March 15, 1933 at the age of 91 years. He is buried in the Pawnee City Cemetery in Pawnee City (Pawnee County), Nebraska.
